Project Background

The San Gabriel Valley Aquatic Center was initially proposed by Supervisor Hilda Solis in December 2019. While the County of Los Angeles Department of Parks and Recreation operates 30 aquatic facilities with 42 public swimming pools and 3 regional aquatic centers, many unincorporated communities still lack adequate access to aquatic facilities. The proposed aquatic center project will include an Olympic-sized swimming pool, practice/recreation pool, aquatic center building which will house changing rooms, classrooms, offices, a public park, a plaza that will connect the aquatic center to Allen J. Martin Park, parking lot, and sustainable features and landscaping.

The project will be located at 635 N. California Avenue in the unincorporated community of West Puente Valley. The land will be leased to the County of Los Angeles Department of Parks and Recreation by the Hacienda La Puente Unified School District.

What is the SGV Aquatic Center?
This proposed Project is a regional aquatic center with a pool building and offices, classrooms, storage space, an Olympic-size 50-meter by 25-yard competitive swimming pool, a 25-meter by 25-yard practice pool, and other related amenities that would facilitate programming. In addition, the Aquatic Center campus will include a park with amenities, trees, and landscaping, a plaza to connect with Allen J. Martin Park, and a parking lot to provide parking for the Aquatic Center. The Aquatic Center will serve the unincorporated areas of Avocado Heights, Bassett, Charter Oak, Hacienda Heights, Rowland Heights, Valinda, and West Puente Valley, and the greater San Gabriel Valley.

How much will it cost?
The estimated cost of total project cost is projected at over $30 million. The County of Los Angeles Department of Parks and Recreation will be submit a proposal to the State of California's Statewide Park Program (Prop 68 Round 4) for approximately $8.5 million dollars.

Estimated completion date?
If awarded funding, the anticipated project completion date will be 2025.

How is this project being funded?
The project will be funded through a variety of public funding sources. To date, $20,750,000 has been secured for the project from local funding sources identified by Supervisor Hilda Solis. Of the funds secured, $14.75 million will come from Proposition A funds administered by the Regional Park and Open Space District, and $6 million from tipping fees, which are fees paid when disposing of waste at a landfill.

Who will be responsible for maintenance?
The County of Los Angeles Department of Parks and Recreation will be responsible for operating and maintain the Aquatic Center and surrounding parkland.

What's going to happen to the existing school facilities at Temple Academy?
Students currently enrolled at Temple Academy will continue to attend throughout the school year. HLPUSD will retain control of the site and will be communicating any school related closure information. For school closure related questions, please contact the school district at:

Who is leading this effort?
This effort is a partnership between Supervisor Hilda Solis, the County of Los Angeles Department of Parks and Recreation, and Hacienda La Puente Unified School District.. Community based nonprofit, ActiveSGV is leading the community based planning efforts. The County of Los Angels Department of Public Works is responsbile for the design and construction of the project.

Are there other aquatic centers in East Unincorporated Los Angeles County?
There are currently no aquatic centers in east San Gabriel Valley, this facility would be the first of its kind in east SGV.

When will we find out the results of the community engagement?
We anticipate hosting community workshops and sharing the findings in November 2020.
