Project Background

The San Gabriel Valley Aquatic was initially proposed by Supervisor Hilda Solis in December 2019. While the County of Los Angeles Department of Parks and Recreation operates 30 aquatic facilities with 42 public swimming pools and 3 regional aquatic centers, many unincorporated communities still lack adequate access to aquatic facilities. The aquatic center project will include an Olympic-sized swimming pool, practice/recreation pool, aquatic center building which will house changing rooms, classorooms, offices, a public park, a plaza that will connect the aquatic center to Allen J. Martin Park, parking lot, and sustainable features and landscaping.

The project will be located at 14804 Temple Avenue in the unincorporated community of West Puente Valley. The site for the Aquatic Center is currently open space formerly occupied by Temple Academy which was closed by the Hacienda La Puente Unified School District in September 2020. The land is being leased to the County of Los Angeles Department of Parks and Recreation by the Hacienda La Puente Unified School District.

What is the SGV Aquatic Center?
This project is a regional aquatic center with a pool building and offices, classrooms, storage space, an Olympic-size 50-meter by 25-yard competitive swimming pool, a 25-meter by 25-yard practice pool, and other related amenities that would facilitate programming. In addition, the Aquatic Center campus will include a park with amenities, trees, and landscaping, a plaza to connect with Allen J. Martin Park, and a parking lot to provide parking for the Aquatic Center. The Aquatic Center will serve the unincorporated areas of Avocado Heights, Bassett, Charter Oak, Hacienda Heights, Rowland Heights, Valinda, and West Puente Valley, and the greater San Gabriel Valley.

How much will it cost?
The total project cost is $34.95 million.

Estimated completion date?
The project will be completed and opened to the public in early 2025.

How is this project being funded?
The project is funded through a variety of public funding sources including $14.75 million from Proposition A funds administered by the Regional Park and Open Space District, $8.5 million from Proposition 68 funds administered by the State of California Department of Parks and Recreation, $2 million from Proposition 68 funds administered by the San Gabriel and Lower Angeles Rivers and Mountains Conservancy, $1.5 million from Community Project Funding Grants administered by the U.S. Department of Housing and Community Development, $2.2 million from prior year net County cost, and $6 million from tipping fees, which are fees paid when disposing of waste at a landfill.

Who will be responsible for maintenance?
The County of Los Angeles Department of Parks and Recreation will be responsible for operating and maintain the Aquatic Center and surrounding parkland.

What activities and programming will be available at the Aquatic Center when it opens?
The County of Los Angeles Department of Parks and Recreation offers a variety of programs tailored for everyone in the surrounding community. For our adult and senior population’s we offer Swimming Lessons, Water Exercise, and Lap Swim. For youth, we offer swimming lessons and a variety of novice sports teams (i.e. Water Polo, Swim, Dive, and Artistic Swim). All programs offered at our aquatic facilities are at little to no cost. Our Everybody Swim’s program is a no cost recreational swim for all ages. For any questions, please call the LA County Department of Parks and Recreation Aquatics office at (626) 821-4654.

Who is leading this effort?
This effort is a partnership between Supervisor Hilda Solis, the County of Los Angeles Department of Parks and Recreation, and the Hacienda La Puente Unified School District. Community based nonprofit, ActiveSGV lead the community based planning efforts. The County of Los Angels Department of Public Works is responsbile for the design and construction of the project. The design build team is lead by Balfour Beatty and includes HMC Architects, EPT Design, Snipes-Dye Associates, Aquatic Design Group, Saiful Bouquet, and P2S Inc. The Deparment of Arts and Culture is responsible for a civic art installation at the site.

Are there other aquatic centers in East Unincorporated Los Angeles County?
There are currently no aquatic centers in east San Gabriel Valley, this facility would be the first of its kind in east SGV.
